The monograph "Outline of Theory of the state as an ecologically safe organization in empirical research

     This monograph provides an insight into: what the state means as an ecologically safe organization. The basis of this insight are the states of regional cities from the point of view of social responsibility, smart and sustainable development and environmental management. The ecological safety of the state is analyzed taking into account the current aspects of the reality in which three environments function: social, economic and natural.

      The monograph highlights some multifaceted tendencies in the development of the state in the world or in Europe. The aim is to answer the main question: was the so far dominant analytical concept of the state sufficient to understand the nature and role of ecological security in the contemporary spatial organization and should this concept not be extended to include the subject concept?

      The polemic begins with a literature review in the context of five axiologies of uncertainty: where are cities headed, ecological safety, social responsibility, sustainable development and environmental management. This review also included the mechanisms of integration of various state policies in the tragedy of the common pasture. The aim of this polemic is to draw attention to new or supplemented definitions of a smart city, sustainable development, ecological technique, socially responsible and sustainable development of the city as well as the ecological safety of the state (compiled by the author of the monograph). The meaning of these five definitions is based on the international definition of the environmental aspect.

      The monograph cites evidence of the state's ecological insecurity, based on an analysis of 18 strategies for the development of Polish regional cities. This evidence is derived from 13 catalogs of elements of the structure of the development strategy of regional cities (created by the author of the monograph). Sub-policies for the development of Polish regional cities - according to which the author classifies elements of the development strategy structure in these 13 catalogs - show gaps in knowledge about the environmental aspects of these regional cities in Poland.

      Although the monograph is based on secondary data sources, there are no theoretical obstacles to expanding and understanding the concept of the state as an ecologically safe organization in the practice of public management (administrative management). Due to this feature, as well as real historicism, the dialectical approach to the theory of the state as an ecologically safe organization may be a good tool for explaining the phenomenon of development and growth and introducing a standard global definition of managing the state as an ecologically safe organization.

      In realistic terms, in the case of Poland, a discussion on this topic is justified in the context of the method of measuring environmental results after the socially responsible, intelligent and sustainable development of a state or a regional center or city.

      The monograph ends with a comprehensive definition of the ecological safety of the state.
